Human Research Protections Program Specialist

Position Summary: Under the direction of the Director of Research and Scholarship, the Human Research Protections Program (HRPP) Specialist supports the mission of Capella University's HRPP through policies and procedures in accordance with federal, state, and local regulations and guidelines and the changing needs of Capella's research community. This position is responsible for providing planning, direction, and oversight to the research ethics and regulatory processes related to the protection of human research participants. In addition, this position is also responsible for assisting the Director of Research & Scholarship in formulating and developing a fully integrated research resource and support system to strengthen the university's research infrastructure.

Responsibilities:
* IRB Committee: Manage, facilitate, and chair Capella University IRB Committee to ensure its proper functioning.
* Compliance Oversight: Maintain and update Capella's HRP policies and procedures to ensure full compliance with all pertinent federal, state, and local laws, regulations, policies and guidelines. Function as liaison between Capella HRPP and regulatory agencies and external vendors, such as OHRP, CITI, and IRBNet. Ensure proper communications with university leadership, legal, schools, and other key stakeholders regarding HRP issues, incidents, and decisions.
* Training and Education: Promote research ethics and awareness in the protections of human research participants across the university. Identify and evaluate training and educational needs of Capella's research community. Develop training strategies and coordinate the development and implementation of training and educational programs for faculty and learners via multimedia platforms. Maintain, update, and expand resources in the Research & Scholarship Center website.
* Quality Assurance Oversight: Develop and implement policies and procedures to monitor and evaluate research activities to ensure quality and continued compliance. Oversee the performance of for-cause investigations and routine quality monitoring activities to evaluate ongoing research compliance, identify potential areas of risk, report compliance findings, and make recommendations for quality improvements pertaining to human research protections.
* Research Community Outreach: Develop programs, resources, and activities to foster community building among the HRPP constituencies. Continually keep university leadership, faculty, learners, and staff apprised of changes to policies and procedures. Create and implement strategies for engaging IRB personnel in ongoing conversations on research quality and ethics. Inform the research community and participants about HRP by providing a public venue for educational tools regarding human participants research and the IRB process, and a process for participants to ask questions or voice concerns.
* Administrative Oversight: Establish, evaluate, oversee, and continuously improve the administrative operations and procedures of Capella's HRPP. Assist in recruiting, training, developing, evaluating, and retaining highly qualified and motivated HRPP staff. Provide work directions to HRPP staff to ensure workflow quality and efficiency.

Educational and Experience:

* An MS or MA degree or completed equivalent post-baccalaureate coursework and research experience required in fields involving human participants (social or behavioral science preferred). Doctoral degree preferred. Three years post- baccalaureate experience in research administration related to HRP may be substituted for the degree.
* A minimum of five years of academic experience, preferring post-graduate research experience involving human research participants.

Knowledge and Skills:

* Extensive knowledge and expertise in regulatory requirements, policies, and procedures pertaining to the protections of human research participants.
* Extensive knowledge, expertise, and experience in IRB processes in higher educational settings, focusing on social and behavioral sciences. Experience as an IRB member or chair is highly desired.
* Experience in leading or providing work directions to other team members.
* Ability to analyze, interpret, and apply federal regulations and institutional policies to a wide range of complex situations; ability to develop administrative and operational procedures to address various ethical issues.
* Ability to develop plans and strategies for, direct, and oversee a high functioning, high quality HRPP.
* Strong academic and technical writing skills; ability to create, develop, and edit academic and technical documents with a strong record of academic resource development, management, and maintenance.
* Ability to manage and prioritize multiple complex projects, tasks, activities, and timelines.
* Ability to mediate, negotiate and resolve complex problems with stakeholders of varying roles and backgrounds.
* Ability to collaborate and interact professionally, effectively and positively with cross-functional team members.
* A good understanding of the unique aspects of an online university and its mission; ability to apply technology to service and program delivery.
* Self-motivated to function independently and collaboratively in a fast-paced, high intensity environment often driven by deadlines; ability to respond well to changes.
* Proficiency with Microsoft Office system and the ability to evaluate and learn new computer software applications.
