About the Position:
NDAA FY2010 requires the repeal of NSPS. The position(s) covered by this vacancy announcement is scheduled to transition from NSPS to GS or an applicable personnel system no later than January 1, 2012.
DUTIES CONTINUED: You partner with the ARDEC Human Protection Administrator (HPA) to: develop and continuously update specific IRB policies and procedures that are encompassed within the HRPP and that are related to the regulatory compliant review of research; educate the IRB members and institution's staff to foster and maintain a culture of compliance with all Federal and Department of Defense (DoD) regulations, state laws and institutional policies and procedures relevant to the protection of human subjects; and ensure the implementation of appropriate oversight mechanisms to guarantee compliance with all applicable regulations and the determinations of the IRB. You serve as a human use review specialist and ascertain whether research activities are human research by evaluating test plans and research protocols involving human research subjects.

Major Duties:
As Chairperson of the Institutional Review Board (IRB), you will serve as a subject matter expert, recognized authority and primary senior level expert advisor to the Armament Research Development and Engineering Center (ARDEC) Director with respect to the ARDEC Human Research Protection Program (HRPP) and all matters related to human subjects' protection, and regulatory compliance. You will assure that IRB committee members comply with ethical and regulatory criteria and have effective knowledge of subject populations and other factors which can potentially contribute to a determination of risks and benefits to subjects. You assure constructive communications among the IRB members, researchers, human subjects and the Institutional Official, affirming the terms of the ARDEC assurances for protection of human subjects.

General Schedule
• ABOUT THIS POSITION:This position is located in the Strategic Quality Initiatives Branch, Quality Engineering & System Assurance Directorate. The Armament Research, Development and Engineering Center (ARDEC) is the Armys Center of Lethality, and provides more than 90 percent of the Army's lethality to Soldiers. ARDECs mission includes: improving already fielded items, developing new items, maintaining a strong armament technology base in government, industry and academia and provide technical support to Soldiers in the field.
BASIC QUALIFICATIONS: Bachelor's degree directly related to this occupation and 1 year of experience directly related to this occupation equivalent to the next lower grade level.
NSPS SPECIALIZED EXPERIENCE: To receive consideration for this position, applicants must possess 1 year of specialized experience at the next lower pay band or equivalent under the General Schedule (GS) or other pay systems in all aspects of the protection of human subjects, as well as Federal regulations regarding the protection of human subjects. The quality of this experience must clearly demonstrate the possession of the knowledge, skills, abilities and competencies necessary to chair an Institutional Review Board, as well as participation in or support of reviews within a research institution associated with the protection of human subjects.
